Four ODs to Represent NOA in Rural Health Program

July 20, 2026

Four Nebraska optometrists were selected to serve on the Health Care Advisory Region (HCAR) for the Nebraska Department of Health and Human Services Rural Health Transformation Program (RHTP). They are:

  • Northeast Region: Josh Hopkins, OD, Evolving Eyecare, Wayne
  • Western Region: Creston Myers, OD, Family Vision Clinic of Alliance
  • Southeast Region: Rusty Crotty, OD, Lifetime Vision Center, Auburn
  • Metro Region: Kristin Reed, OD, ModernEYES Eyecare + Eyewear, PC, Omaha

These appointments reflect each doctor’s expertise, leadership, and commitment to strengthening rural health systems across Nebraska. HCAR members play a vital role in shaping regional insight, identifying implementation considerations, and ensuring that transformation efforts are responsive to local needs and realities.

As non-voting members, they will contribute knowledge, experience, and perspective to support informed regional input. HCAR participation is advisory, with final decision-making authority remaining with DHHS. Your voice will help guide priorities, highlight risks, and strengthen coordination across providers in your region.

Your Nebraska Optometric Association submitted recommendations and requests for the Rural Health Transformation Program Grant application from the State of Nebraska.  Here is a summary of those recommendations:

  1. Identify sources of funding to transport patients to their optometrist’s practice so they can receive eye exams and care in their local, rural communities.
  2. Support expanded scope of practice for Nebraska’s doctors of optometry, to keep pace with what ODs in neighboring states are allowed to perform to best serve patients and to help ensure that citizens living in rural areas can go to their local optometrist.
  3. Provide incentives for new graduates to return to Nebraska and practice in rural communities.
